My Pulse Big Boy scooter (150cc), all of the sudden won't take.
If I try to start the scooter, it does crank, but won't start and then fuel comes out of the float bowl drain hose.
So I took the carburetor apart - it is clean, the floats are working and everything.
I replaced the spark plug...still nothing.
The battery is fine, as the lights still goes on with the first turn of the key.

What else could be a problem...maybe electrical??
I really don't know much about scooters so any advice would be appreciated.

CDI given up the ghost perhaps?

Check for spark.
Even components of the Germans are Made In China.

fuel comes out of the float bowl drain hose.

This should not be happening. Close the drain screw properly.

Remove the spark plug cap and hold the end of your plug lead close to a metal surface to see whether you have spark, when you swing the engine.

Before you do that, make sure that you have none of that leaked fuel nearby (mentioned above), otherwise you'll be having an expensive braai.

Maybe take it to your nearest and dearest scooter workshop, if you don't come right, otherwise it becomes a guessing game for everybody

Edit: your technical  terminology seems to be on track, which is a good start to learning more, so keep it up

Did you find the starting fault yet Chistel? A friend of mine had a starting problem on his Big Boy SportFilght 150. In his case it was the carb vaccum hose that was leaking and once replaced, everything worked again. In you case, it sounds like either the coil or electrical fault or as already suggested, possibly a CDI failure.
Some feedback once everything is working again, may be of help to others if they have a similar issue.
