Once that "sludge" ,that you talk about, sets in, you need to strip the entire cooling system and painstakingly & systematically clean each and every little tube, orifice, pipe and gallery - thoroughly. By hand.

It's a lot of man-hours.

So much so, that it will be (much) cheaper if you do that part your self.

Compressed air, boiling water, detergent, rags, solvent, a bottle brush or two, and plentsch time and patience.

Every part of the cooling system, including all little auxiliary bypass tubes, must be completely clear, free & clean.

Do that before you plan to spend other money on any repairs.

Personally, it may be time to consider cutting your losses. Now.

So the cooling system cleanup is a success. I just need a pipe for leverage on the 17 spanner to get the oil cooler off, so I can do a leak test.
If that pans out ok, then it has to be the more expensive issues like blown head gasket, or worse, cracked head, or nightmare, cracked block.

If it's a cracked block, either retire it or look out for a damaged bike with an undamaged engine and just do an engine swap, or just look for a similar reasonably priced second hand model.

Yep, 9am to 2pm. Pipes/radiator off, clean, refit pipes(try to remember how they fit, lol).
I will do the radiator one more time before fitment.
I suppose it is unlikely to be the oil cooler, as it is so solidly build.
I am going to need pricing on a head gasket, and whatever else is needed for a head gasket job. Bolts? Cars have stretchy ones, so possibly bikes too? Anyways I want the parts on hand when I hand over to a workshop, to minimise delays.

Update : the scoot motor is on the floor and the head is off.
According to the mackie, all looks ok mostly, just a little bit black, from fuel injection he says. Nothing wrong with the exhaust cam, so that concern is sorted.
The new head gasket is black, but the old one is gold.
The head has been declared straight. No leak found there.
So, I told them to leak test the oil cooler, because there can only be one other spot where it could leak oil into the water , the mechanical seal at the water pump.

They don't want to  take off the barrel, as the refitting of the rings is considered risky, possibly resulting in smoke.
Since there is a gasket there too, perhaps I should push for checking for a oil leak there?
This is my only question.
But feel free to comment on any thing in this post.

I have supplied replacement coolant pipes, and await a report of where the leak is coming from. Much Head scratching!

A close inspection of the surface of the head gasket often reveals the point of failure. You might see discoloration or a difference in surface texture at that point.

9 ... the water pump should be (and afaik, is) designed in such a way, that if either the oil seal or the mechanical seal fails, the leak will discharge externally via the pump's tell-tale hole, alerting the user to the failure, and also ensuring fluid separation. There is no way that this is a possible culprit.

I know of no other place where oil can get into the cooling circuit, but at the head gasket interface.

I would insist on having both the head and barrel skimmed, however slightly - while everything is open. This is the only chance you have, now, to eliminate this as a possibility, which everything is indicating. Don't take the mechanic's word for this - people make mistakes.

Did anybody think of doing a cylinder compression test before the head came off? That may tell you whether the rings are doing their job.

Well, that was fast. The workshop said they checked the head and barrel and lightly sanded the head and the motor is now back in the frame.
I did put forward the question re lightly skimming head and barrel, and the above appears to be the result.

Ok, I have had the scoot for the afternoon, and it drives ok. They did not change one coolant pipe, top radiator. It is to much hassle to go back and moan. I will sort it out. Tappets are noisier. They can reset that when the head is tightened at 1000km(the first time I shall be doing that).
I was given instructions to watch for a reaccurance of the issue, since there was not conclusive evidence that the head gasket  was the actual weak point. So, the oil cooler is still possibly the culprit.
Luckily, the Kymco scrapyard, has a xc500 with an oil cooler, so, there is hope yet.

Finally, it appears that the temp is working properly, as it is now reaching normal operating temp in a few minutes.
For quite awhile, it would go up to normal  sometimes fast, and sometimes taking a really long time and then down to zero at different times in a journey, it made absolutely no sense.

I am keeping the revs down to 4000,that is 80km for my scoot. And, zero issues so far. 350km done already.At 500km,I will go to 5000rpm at 100km.
So, there must have been a blockage of some kind. I wonder if this scoot has different engine models, in that the wrong head gasket was fitted before, that could block water passages.
I know I am scraping the bottom of the barrel with "out there" ideas.
When I cleaned out the oil cooler water channels, there was quite a bit of sludge that came out, so that is a more likely scenario. Anyway, here's hoping this weekend coolant filler check passes.

AFAIK, there is only one OEM gasket that fits all the various models of Xciting 500.

bliks*m! I still see oil in the coolant filler pipe. I am going to bypass the oil cooler tomorrow. I hope that this will prove it is the oil cooler for sure. Because otherwise I don't know what to think. Bizarre comes to mind.
